Timeline: 2019-Present 

In partnership with Police Chief William Scott and Mayor London Breed, CPSC is working with the San Francisco Police Department, The Mayor’s Office, The Street Violence Intervention Program (SVIP) and community leaders to develop and implement the Violence Reduction Initiative (VRI). 

With funding from the California Violence Intervention and Prevention Grant Program (CalVIP cohorts 3 and 4), this effort seeks to adapt and strengthen focused deterrence and community violence intervention approaches with a particular focus on several neighborhoods in southeast San Francisco (Community District 10) with the highest rates of gun violence.  

This includes: 

  • Analyzing the local violence problem in San Francisco to guide more focused and effective violence reduction efforts.
  • Supporting SFPD to reorganize the police department’s proactive units that focus on violence.
  • Developing a robust performance management and coordination structure for SFPD and community intervention partners.
  • Developing new evidence-based approaches to engaging community members at imminent risk of violence. 
  • CPSC and the Crime and Justice Policy Institute at the University of Pennsylvania are currently conducting process and impact assessments of the VRI strategy; which will be released in late 2024. 

Early results indicate significant reductions in violence – homicides and injury shootings – in Community District 10 relative to the rest of San Francisco since implementation of the VRI strategy.
