Portland

Timeline: 2019-2022, 2023-present

The CPSC has been working with the City of Portland since 2019 to help them understand the drivers of gun violence, and to assist them in building an infrastructure to manage it. This work included community outreach and engagement,  a problem analysis to help decision makers understand what and who was driving gun violence in the city, as well as an assessment of the Portland Area Crime Gun Initiative (PACGI). 

In 2023 in response to an unprecedented rise in homicides the City of Portland committed to implementing the Ceasefire strategy in an effort to reduce gun violence. We began subcontracting with the National Institute for Criminal Justice Reform (NICJR) in 2023 to help them implement this strategy with a specific emphasis on executive coaching for the Ceasefire Program Director and technical assistance to the Portland Police Bureau. Our work so far has included:

  • An assessment of the city’s gun violence reduction efforts
  • An analysis of local violence
  • An analysis of the cost of violence to city and county residents

In 2023 Portland saw a 23% reduction in homicides and a 16% reduction in injury shootings. We’re partnering with the National Institute for Criminal Justice Reform on these efforts.
